Elvira has regulatory and private sector experience in the areas of employment law and immigration law.  Elvira previously investigated Federal and State EEO complaints for the State of Delaware F.B.O the Equal Employment Opportunity Commission.   As an Investigator, Elvira addressed complaints filed under Title VII of the Civil Rights Act of 1964, Americans with Disabilities Act, Age Discrimination in Employment Act, Genetic Information Non-Discrimination Act, and Equal Pay Act.  In the private sector, Elvira has been assisting clients with employment discrimination matters and business immigration issues for over five years.

Elvira also has numerous years of experience working for government and private sector employers as a HR Policy and Compliance Manager, HR Policy Analyst, and HR Consultant.  While working in the government sector, Elvira monitored Federal, State and Local legislative and regulatory developments, and analyzed the effect of proposed laws on entities' operations and HR policies and procedures.  Elvira provided policy interpretation and guidance to agency heads, managers, and supervisors; proposed changes to policies; drafted policies and procedures; and coordinated with stakeholders to implement policies and directives.   Elvira also provided guidance for administration of EEO, ADA and FMLA matters, and conducted investigations in response to EEO and non-EEO related complaints.  Elvira also developed EEO training manuals, conducted EEO classes for managerial staff, and developed  post-assessment tests for courses offered to supervisory and managerial staff.  Elvira also supervised the Civil Service Commission hearings, and drafted opinions for Civil Service hearings and non-Civil Service grievances.


​In the private sector, Elvira has been assisting companies with recruitment, talent development and management, HR audits, succession planning, benefits management, employee relations and discipline, and payroll administration.
